Development
New Era

While the world is moving forward at a remarkable speed, China comes to this critical period full of opportunities in the 21st century and its information industry is now in a favorable domestic and international environment. The global economy is gradually recovering and the restructuring is accelerating. Economic globalization and the speeding-up of global informatization is a good news for the information industry with regard to restructuring and technological progress. Being a fundamental, leading and pillar industry, the information industry plays notable multiplier effect and driving role in promoting China's industrialization, informatization and modernization, realizing the grand objective of quadrupling GDP and building a well-off society within the first two decades in the new era, facilitating the coordinated development of the national economy and society, expanding domestic demand and completing the West Development Plan and invigorating the old northeast industrial base. It can be surely said that the information industry is now facing broader market and more favorable development and institutional environment.

While the telecom sector is experiencing high-speed growth, the Chinese government points out from the strategic perspective that China must become a strong telecom country. It shall take efforts to ease the imbalances between speed and performance, scale and structure, east and west as well as rural and urban areas. Domestic telecom companies shall be led to focus on building themselves into world-class businesses and pursue a path that gives equal weight to quality, profits, speed and scale, so as to improve their core competitiveness, operation and management level, service level, network use rate, service innovation capability and comprehensive performance level.

Facing the new development situation and tasks, MII keeps adjusting its functions and way of implementing policies. MII pointed out that it is needed to change government functions to providing guidance, regulation, supervision and service. MII shall strengthen the macro-management and market regulation, improve administrative management and create a favorable development environment to address hot and tough issues. With regard to the way of implementing policies, industry regulation has the function to strengthen planned guidance for the industry and let technical standards play a role in guiding and supporting telecom development.

Under the environment of introducing competition, opening market and multi-player environment in operation at the same time, it is indispensable to further strengthen technical standards to ensure integrity, unity and advanced features of the telecommunications network. It is necessary to further strengthen supervision and coordination to ensure smooth inter-network communications. It is a must to strengthen monitoring over the quality of inter-network communications and study of telecommunications policy and laws

and regulations, so as to provide legal evidence for market supervision. It is necessary to strengthen study over communications network market and technology, accelerate upgrading the current network, optimize and upgrade the network so as to gradually evolve to the next information network.

New Mission

After half a century's development, CATR have basically covered all research areas related to policy implementation of MII. Therefore, the fundamental functions for CATR, the scientific and research institute directly under MII, are as follows: strengthening government support activities such as scientific research, consultation, information service and press and publicity, promoting MII functional transformation and improving its policy implementation.

Thanks to the reform, restructuring and introduction of competition system, the number of telecom players keeps growing. A market competition landscape of different sizes, different services and different forms of ownership is already taking shape. The growth of these carriers, which brings about demands for individualized and diversified consultation service, poses new requirements and challenges to CATR in terms of its consultation and service capability. Therefore, to satisfy customers' increasing consultation demands, making suitable plan for the development of overall industry will help CATR further consolidate its indispensable role in the chain of the information industry. It is the foundation of CATR development.

Giving support to the government on policy implementation and service industry development is the fundamental principle and development base for CATR. The two must be in organic harmony and benign interaction. Only when the work of government support is given top priority can we better understand the government policy, laws and regulations, industry development trend and latest key network technology, thus helping businesses create more values. While creating values, satisfying customer's personalized consultation needs, CATR shall further understand the basic law for the industry development, thus giving more constructive supporting suggestions for government on policy implementation.

In one word, CATR is determined to become a national academy that gives strong support to government on industry supervision and regulation. It will strive to represent the highest level of national telecommunications network technology and become authoritative telecom measurement, testing and certification body well known to businesses and consumers and a consultation agency known to all players within the industry.
